A framed house with no power, no water and no address is not somewhere anyone can live. It is structurally complete and functionally useless.
Phase four of The Administrative Process is where the business becomes operable. Utilities covers the things that let money move, mail arrive, and customers reach you — the unglamorous connective tissue between a filed entity and a working enterprise.
What is in this phase
- EIN — the federal identifier that lets the business open accounts, hire, and file.
- Business bank account — the single most important separation the business will maintain.
- Business address — where official mail and service of process go.
- Business phone and email — reachable, professional, and not your personal contact details.
- Payment acceptance — how customers actually pay you.
- Insurance — general liability at minimum, more depending on what you do.
- Licenses and permits — local, state, and industry-specific.
None of it is interesting. All of it is load-bearing.
The separation principle
One idea runs underneath this entire phase: the business must be observably separate from you.
Its own tax identifier. Its own account. Its own address. Its own phone. Its own contracts, signed in its name.
This matters for three reasons that compound.
It is the practical basis of liability protection. The entity separation you established in phase three is undermined every time business and personal funds mix. Someone arguing that your entity should be disregarded will look first at whether you treated it as separate.
It makes the books possible. Reconstructing business activity from a personal account is a task of a completely different magnitude from reading a business account statement.
It is the beginning of business credit. Phase five depends on the business having an identity that credit bureaus can recognize, and that identity is built out of exactly these artifacts.
The order matters here too
Within the phase there is a dependency chain that trips people up. Formation documents come before the EIN. The EIN and formation documents come before the bank account. The bank account comes before payment processing. The address should be settled before it goes on any of the above, because changing it later means updating every one of them.

A phase you can finish
Unlike strategy, which is never quite done, Utilities has an end state. There is a defined list, and when each item is handled, the phase is complete and stays complete.
That makes it satisfying, and it makes it a good place to build momentum. Most of it can be done in a week of focused effort for a few hundred dollars.
